Shockwave and Omega Supreme's are old rivals, just like they were supposed to be in the deleted scenes of The Key To Vector Sigma - Part 2 (well, deleted from the script).
The concept of Citi-State comes from Ancient Greece and was used in the Transformers universe since G1 Marvel US #1.
In Revelation, Shockwave is called "Jhiaxus's understudy". We changed him in his "pupil".
Panel 2: Senterius is the balance point between Impactor (Autobot) and Shockwave (Decepticon). A metaphor for things to come...
