Onslaught, Razorclaw and Banzai-Tron are three of the most relevant Decepticon commanders.
In Spotlight: Arcee, Onslaught led the assalt on Garrus-9's "Last Resort".
In Stormbringer, Razorclaw led the fight against Thunderwing, and almost destroyed Cybertron.
In Spotlight: Hot Rod, Banzai-Tron was revealed to be the head of the Secret Service, and to have his own agenda.

The Dead Universe assault took place in Revelation (Spotlight: Cyclonus, Spotlight: Hardhead, Spotlight: Double Dealer, Spotlight: Sideswipe).
And now you know why Megatron and the Earth-based Decepticons didn't join the battle against it.
